MVTA Bargaining Team Update
 May 30, 2014

The Bargaining Team met at 8:00 a.m. at the District Office, and the first hour was dedicated to a presentation of the District’s now completed Local Control Accountability Plan (LCAP).  The presentation was made by the Superintendent Lillian French and two district officials, Peter Knapik and Jeff Lagozzino.  Both the MVTA Executive Board and the Bargaining Team were in attendance at this portion of the meeting.  The completed LCAP will be posted on the Mountain View School District website on Monday, June 2.  The public hearing regarding the LCAP will be held on Thursday, June 19, at the MVSD School Board meeting.  The formal adoption of the 2014-2017 LCAP is scheduled for Thursday, June 26 at the MVSD School Board meeting.  More information on these meetings can be found on the District Website.
The official bargaining session began at 10:00 a.m. and ran until 5:00 p.m.
The first topic, after the agreement on Bargaining Protocols, was the management of student Cumulative Records.  An agreement was reached, and a communiqué with final instructions will be sent out on Monday.
What followed after the above was an overview by each bargaining team of their “Sunshined” proposals.
The remaining portion of the day consisted of a focused discussion regarding the existing working conditions and current compensation for our Children Center / Head Start members. With regard to the Children Center / Head Start budget, we are be attempting to increase their salary schedules in order to bring these members to a more acceptable living wage, and to make their compensation more commensurate with early childhood teachers working in other programs in our area. 
Please be advised that, as per our “MVTA openers,” we will also negotiate an increase for our entire bargaining unit during the 2014-2015 school year.
The next scheduled Bargaining Session is Monday, September 15, 2014.

 Bargaining Team Update
 Oct. 22, 2013

The short bargaining session began at 12 P.M. The primary discussion continues to be centered around understanding the new funding, Local Control Funding Formula (LCFF). New info was shared concerning the rate at which we will reach the class size ratio of 24:1 in K-3 classrooms over the next eight years. This year's change in class size ratio is a decrease of 11.78% from last year's class size ratio because of the funding amount that was allocated by the state. Next year and the following years, it may not be the same exact percentage change. It might be 15% next year, or it might be 6% next year. The percentage of decline in class size ratio is tied to the monies allocated by the state. However, all school districts have eight years to be in compliance of reaching average class size ratios of 24:1 for K-3.
The District shared a proposal for the restoration of 6 furlough days and a schedule for compensation. The District also offered the restoration of Lottery monies and the $50,000 to the MVTA Health Insurance Fund. A calendar proposal was provided. It maintains that the Thanksgiving week will still be a complete week off. The District also proposed to rescind their accommodations from the December 2012 Agreement regarding meetings.
Although we have not come to an agreement, both parties have agreed that the current work calendar is still in effect. MVTA members will still be off for the whole week of Thanksgiving.
MVTA was not opposed to the restoration of Lottery monies and the $50,000 to the MVTA Health Insurance Fund. Furthermore, MVTA proposed the restoration of 11 furlough days to the calendar – six would be added back into the current calendar as proposed by the District – five would have to be added as additional training days at the end of the student year.
MVTA also requested the development of an ad hoc committee to streamline the cumulative recording process (CUMs).
According to the December 2012 Agreement, the two parties agreed to sunshine* their openers for the 2014-2015 bargaining term. The deadline to sunshine is December 4, 2013.  To this end, MVTA will have a bargaining survey soon. Check the MVTA website and newsletter for more info.

The short bargaining session began at 11 A.M. Many items were tabled for a later discussion. The primary discussion was centered around understanding the new funding, Local Control Funding Formula (LCFF).
Michael Coughlin updated the Bargaining Teams again with another version of the District's understanding of the LCFF in comparison to the previously used Base Revenue Limit. We discussed many differences and similarities.
 
Additional discussion was centered on Consultation and Bargaining Rights for issues related to Class Size, Common Core, and LCFF. MVTA is working with MVSD on the appropriate class sizes in relationship to each site. The class ratio is different at each site due to the new legislation. Issues were identified with the implementation of Common Core training for certificated members.
 
MVSD acknowledged that they had already restored five certificated employee positions.
 
MVTA proposed the restoration of the lost furlough days to the calendar. MVTA asked for full restoration of the six furloughs on the current work year.
 
MVTA and MVSD discussed many of the District's traits. Information will be used to identify comparable school districts of similar nature.

MVTA and MVSD discussed the follow topics:
 
Bargaining Protocols
MVTA and MVSD agreed to an ad hoc committee to study bargaining protocols. Committee members were selected. The committee will report at the next bargaining session.
 
Local Control Funding Formula
Michael Coughlin updated the Bargaining Teams using MVSD's LCFF Calculation Worksheet with some ADA calculations and Base Grant numbers to help determine the New LCFF monies. MVTA responded with our own Compliance Worksheet for the TA dated December 18, 2012. More discussion will occur at the next session.
 
Class Size Reduction Requirements per Article X
Gloria Diaz shared K-3 Class Size Reduction Ratio Calculation with MVTA. She identified a focused formula for reducing the class sizes of K-3 at each site to 24:1 within 8 years. The law is specific about lowering the ratio according to each site's average at the end of June 2013.
 
Employment of Certificated Personnel
MVSD has been hiring additional certificated personnel to add new classrooms in various school sites. These personnel are hired at temporary positions for the moment.
 
Contract Clean Up
Some information was placed incorrectly and corrections were identified. A revised edition is forthcoming.
 
Comparability Criteria
MVTA and MVSD agreed to an ad hoc committee to study our District's traits. This information will help us form a list of comparable school districts of similar nature.
 
Other items:
MVTA/MVSD recognized that HeadStart/Children's Center has some differences and challenges that need to be identified and addressed. A list will be developed and then will be discussed.

Bargaining Update September 10, 2013

News regarding Bargaining:


On June 27, 2013, Susan Dluhy, the MVTA Bargaining Chair, addressed the School Board about item #4 of our Tentative Agreement, which had been signed and ratified during the Winter Season of 2013. As you may recall, Item #4 of the TA pertains to the issue of restoring five (5) certificated positions if the State Budget improved.  At that meeting, there was no immediate reaction by the District or School Board.  However, at the special School Board meeting on the morning of July 11, the District proposed and the School Board approved the reinstatement of Olga Gallegos, Tashanda Limon Seiji, Belinda Hyde, Jenny Siebel, and Ryan Namihira as permanent employees of the Mountain View School District.

This was certainly welcomed news, and something that we as an Association have fought so long and hard for- and something we will continue to fight for- starting last year with our strenuous negotiations with the District, our hard work for the passage of Proposition 30, and all the behind-the-scene interactions with the District.

Through-out it all, we never lost sight of our purpose and never gave up hope, and now that the economic hardship is abating-we will continue to fight for our members, who, we believe, are our District’s greatest asset!

From everyone at MVTA, it is our sincere and distinct hope that the 5 certificated positions are among the first of many being brought back.

On other Bargaining news, the MVTA Bargaining Team met with MVSD on July 18 to discuss the restoration of the 6 furlough days for the 2013-14 school year.  Both teams agreed that further research and understanding of the Local Control Funding Formula is needed.  More information will follow. Next Bargaining Session will be on Aug. 20, 2013.
